Can I drive in Kentucky on a foreign license?
It depends on whether you're visiting or living here.
- Visiting (less than a year): Kentucky law lets a non-U.S. citizen who is legally visiting for less than one year drive on a valid license from their home country (KRS 186.430(3)). The Kentucky Transportation Cabinet (KYTC) says visitors may drive with a valid foreign license and an International Driving Permit (IDP) for up to one year from the date they entered the U.S., if their country is party to the Geneva Convention (KYTC: Non-U.S. Citizen). Carry both.
- Living here: once you establish Kentucky residency, you must apply for a Kentucky driver's license within 30 days (KYTC; KRS 186.435).
KYTC's rules for non-citizens can change, so confirm your situation with KYTC before you rely on a foreign license.
Getting your Kentucky license as a new resident
What KYTC asks for depends on your status and the license you hold now (KYTC: Non-U.S. Citizen):
| Your current license | Kentucky testing (non-permanent residents) |
|---|---|
| Valid license from Taiwan or South Korea (reciprocity countries) | Vision |
| Foreign license from a country the U.S. accepts | Vision, written and road |
| Foreign license from a country the U.S. doesn't accept, or no license | Vision, written and road — start with a permit |
| Valid license from another U.S. state | No testing (vision screening only to transfer) |
Permanent residents with an IDP and a U.S.-accepted foreign license take vision and written tests. Testing is scheduled through Kentucky State Police.
Bring original documents. KYTC's non-citizen application lists items such as a visa with I-94, an employment authorization card, or a passport with entry stamp; a Social Security card or a Social Security ineligibility letter; and proof of a Kentucky address from the last year (form TC 94-152). A foreign license needs a notarized, translated statement. A Kentucky license issued to a non-citizen expires with your immigration documents.
Getting insured before you register your car
- Kentucky requires insurance before you drive: at least 25/50/25 liability (or a $60,000 single limit) plus personal injury protection (KYTC: Mandatory Insurance).
- The policy has to come from a company authorized to do business in Kentucky. KYTC won't accept surplus-lines auto liability for registration (KYTC).
- To register, the county clerk needs original proof of Kentucky insurance with an effective date within 45 days. Titling a car brought from another state requires a Kentucky driver's license, Kentucky ID card or Social Security card (KYTC: New to Kentucky). KYTC tells new residents to insure, title and register soon after they move, so start the quote early.
How we shop it
Every carrier treats foreign licenses and new-to-U.S. drivers differently. Some may quote on an IDP or foreign license, some want a U.S. license first, and some rate you as a new driver until you build U.S. history. We compare the standard and non-standard carriers we work with and tell you which may write you now and what changes once you have your Kentucky license.
What affects your quote: the license you hold, how long you've been driving (foreign driving history and documents may help with some carriers), the vehicle, your Lexington-area ZIP, who else drives, and whether you've had insurance before.
Have these ready: passport, your foreign license and IDP (or Kentucky license/permit), visa or I-94 if you have them, the car's VIN or year/make/model, your Kentucky address, and any prior insurance records from home (translated if you have them).
Students, workers and families
- International students: let us know your school and how long you'll be here. A U.S.-citizen student exemption in KRS 186.430(2) doesn't apply to non-citizens, so plan on the visitor or resident rules above.
- Visa holders and new permanent residents: your Kentucky license will expire with your USCIS documents, so keep your insurance in step when you renew.
- Car owner who doesn't drive yet: driving in Kentucky requires a valid license. Some carriers may insure a car you own if a licensed driver in the household is listed — it depends on the carrier.

Can I get car insurance in Kentucky with an international driver's license?
Often, yes. We work with carriers that may write drivers with a foreign license or International Driving Permit. Whether one will depends on its underwriting, so we check for you.
How long can I drive in Kentucky on a foreign license?
If you're legally visiting, up to one year (KRS 186.430(3); KYTC says from your date of admission, with an IDP). If you become a Kentucky resident, apply for a Kentucky license within 30 days.
Do I need an International Driving Permit in Kentucky?
KYTC says visitors may drive with a valid foreign license plus an IDP. Carry the IDP together with your home-country license.
Can I get insurance with no U.S. driving history?
Often, yes. Some carriers may quote you, though others rate you as a new driver until you build U.S. history. We compare which ones may count your foreign experience.
Can I get car insurance with a passport instead of a U.S. license?
Some carriers may quote with a passport and foreign license. You'll still need a Kentucky license within 30 days of becoming a resident to keep driving legally.
